South Africa is faced with one of the most severe HIV/AIDS epidemics in the
world, with the current estimate of infections set at 3.8 million people (ASSA 2004).
Anti-Retroviral Treatment (ART) is a lifelong regimen with logistical challenges in
the public health sector such as: the provision and distribution of medication;
continuous patient monitoring; and the communication of relevant data.
This paper is a summary of an investigation into the development of Information
and Communication Technology (ICT)-based tools to address the logistical challenges
of HIV treatment. South Africa has one of the highest uptakes and demographic
distributions of cellular technology in the world, and has widespread access to and
use of the Internet. With this infrastructure and technology, this investigation
shows that the development and implementation of innovative, simple, and cost effective
information-gathering and provision systems for ART is possible and creates a base level
framework for future developments.
